Pastor, BCSD employee on leave after sex crime allegations

HANAHAN, S.C. (WCIV) -- A Hanahan man who is a pastor and an employee of the Berkeley County School District was arrested and charged with improperly touching a young girl in his care.

According to a Hanahan Police Department report, 54-year-old Arthur Prioleau was charged with third-degree criminal sexual conduct with a minor under the age of 16.

The Berkeley County School District said Prioleau had been placed on administrative leave as soon as the district learned of the allegations.

The report states the investigation into Prioleau began in July when the girl's father was flagged down on Campbell Street. The man told officers that another man had been touching his daughter.

The girl told officers that Prioleau had touched her repeatedly on her chest, butt and crotch and told her not to tell Prioleau's wife. The girl called her father in tears, the report states.

Police called in the Department of Social Services, who decided to leave the girl in her home since her parents were not accused of any wrongdoing, according to the report.

The girl talked to counselors at Lowcountry Children's Center and was given a checkup at Medical University Hospital, too, the report states.

On Aug. 19, officers filed the criminal sexual conduct affidavit against Prioleau. He was arrested on Wednesday at the Sunoco gas station on Redbank Road.

Prioleau is currently being held at the Hill Finklea Detention Center. His bond was set at $50,000.
